Belmar is very SUP friendly, but only at 20th ave beach.  You have to get a beach badge ($7) daily.
Another great option in Belmar is the L street beach, which is on the shark river.  Lots of great areas to paddle and explore. Great for beginngers and free!

I am worried for being such a newb on surf I dont want to get into something over my head, piss others off, and/or get kicked out of ocean by guards. I need small waves that are void of everything but a few boogie boarders and a seagull. I have surfed waves on the rivers and that is my only experience.

I'd say wait till the end of the day or go very early.  Early the ocean is usually at its most calm and theres not many there too piss off. Same with the end of the day, but the chop may of kicked up by then.

Thats what I was thinking too. Just go at times there is hardly anyone there. I would not even mind mind going at the crack of dawn.
