What board do you have ?

If its foam padding over an eps/glass&epoxy board you could cut through the foam and remove a peice, using sand-paper to remove the remianing foam and glue, just be very careful when you get to the epoxied surface its very easy to sand right through the glass.

If your board is an all foam top/deck board, I doubt that the foam itself is not strong enough to take the stress of any tie down no matter how strong the bond between the tie-down attachments is to the foam.

A single thin strap under the board is fine. Doesn't look like you're trying to set speed records. SINGLE strap. Might take a bit to rig that, but I can think of ten ways, and make it as thin as you can find. The super thin, two inch wide straps used on some ratcheting tie downs come to mind.
Foote 10'4X34", SIC 17.5 V1 hollow and an EPS one in Hood River. Foote 9'0" x 31", L41 8'8", 18' Speedboard, etc. etc.

It is a Boardworks, B-Ray.  Thanks -  I believe that cutting away the foam and roughing up the surface will work well.
