Quiksilver now makes a bunch of different models.
Should be easy to find one that works for your needs.

Quicksilver makes some paddling jackets with polypropylene, which I'm unfamiliar with.  How does this compare with a thin layer (say 0.5mm or 1mm) of neoprene if you take a fall and scramble back up on the board?

Hyperflex makes a 50-50 pullover top. It's half wetsuit and half polyolefin.
It's real stretchy and not as tight as a full wetsuit top. Perfect for those semi-cool, small wave days when you are not falling in.
I like it a lot.

This is from their website:

"Combines the warmth of polyolefin with the thickness and core warmth of neoprene. 1.5MM neoprene on the chest and back, polyolefin on the shoulders, neck and underarms".

Old School - Polypropylene is also used as a moisture wicking base layer.  It helps to draw moisture away from your skin to keep you warm - it is also very quick drying - and still has warming properties when wet.

And really old school-wool, which also retains warmth when wet, think Patagonia wetsuits.  Perhaps KeNalu will take the next step and introduce Alpaca lined wetsuits ;D

In the meantime, I'm happy with my Quicksilver zip-up jacket.  I like the idea of being able to adjust the ventelation.

The quik ones look good with the slick skin. That's what I'm thinking, just a little extra airspace and some windblock without a lot of bulk. Don't want it tight or able to waterlog.

I'm thinking a hood and this and I'll live though anything I want to paddle in.

IMO coming from the land of cold and wind. Polypro is the way to go, no added bulk, no loose layers that flush with cold water if caught inside when surfing, available in short or long sleeve also with hoods if surfing very cold water. However I guess your not as you would already be in a much thicker suit and I assume you are in a sealed seam or at least blind stitched suit.   Polypo adds very little extra weight and all this for a reasonable cost.

Poly or wool will work just fine.  I'm not a fan of a jacket because moisture can get trapped under it.  My wife recently gave me a long sleeve hydrosilk shirt from NRS river supply and I like to layer that with either a thin poly shirt or a short sleeve hydroskin top.  The hydrosilk and hydroskin don't absorb water the same as wool or thick poly.  The NRS layering products are a good price to quality product.

Both NRS and IR make paddling specific cloths that will last longer than wool, poly or surf brands.  Whitewater paddlers tend to be cheap so they've got to earn business with quality and durability.

I've found that a layer of a synthetic material with a waffle weave next to the skin, keeps me more comfortable, than a smooth fabric.  It seems to draw and hold moisture away from the skin.

I like the O'Neill Breeze Breaker Jacket.  It has a neoprene body and lightweight breathable sleeves.  I did a review, last post on 1/11 in the gear section, page 2.

Thanks for the recommendations - I ordered a hyperflex top today - have been looking for someone that sells this type of jacket in a 3XL.  It's 1.5mm neoprene front and back, poly sleeves.  I liked the NRS hydroskin, but the 2X was way too small.

Good bet Old School, the Hyperflex products seem to run true to size, even somewhat oversized, unlike most other surf clothing lines made for the skinny folks.  I got the same top, had to actually move down from XL to L which NEVER happens for me!

Ok, now we amend the question.

layer under? Seems weird. I have a great liner in my suit and yes, liquid sealed, it's dry inside even after a few dunks.

Or...

Layer over, as I was thinking originally?

Is the Hyperflex for over?

May I amend the question?  Are wearing head gear?  I use different head gear to regulate core body temp when paddling.  If your core is cold or hot, it can be regulated by putting on or removing head gear while paddling.
