Paddle boarders, boaters at odds at Wailoa harbor

Stand-up paddle boarding's rapid rise in popularity has left state boating officials unsure how to regulate the activity at Hilo's Wailoa Small Boat Harbor.

I might suggest that out of the surf zone we are considered vessels. 

The boaters need to remember when overtaking another vessel to stay clear as the overtaken has priority.

The paddlers need to learn to stay out of a channel used for navigation and not impede traffic.  Maybe a paddler should have a whistle and know that 5 toots is the danger signal.

Has sup become the bastard child that everyone hates?
