Hi,I only prone surfed when I went. I really enjoyed Biarritz and there were a couple SUS out at the time. Up the coast was getting hammered with swell and onshore winds, and Biarritz was sunny offshore and beautiful. The beach breaks looked pretty heavy and challenging on a SUP.San Sebastian down the coast is Spain is a pretty mellow beach break that seemed SUP friendly.
The only sup specific shop that comes to mind has closed. That said there are many surf shops renting boards so I would google the area you’re interested in and start inquiring. I’m sure someone around here is renting as it is quite a surf tourism zone. Good luck and drop a line when you’re here.
