How big waves needed to flag out wing?

So how big waves do you need to flag out the wing completely?

I had my fourth session today and tried to catch some knee- to waist high waves with my Axis HPS 1050(also tried my BSC 890). I held my wing over head so I could pull in my back hand to get a little help staying on foil, but I wasn't able to flag out the wing by the front handle. Being a beginner I'm not very good at pumping yet, so that could be the problem, but I wonder how small waves you guys are able to surf with no power in the wing.

I'd imagine it entirely has to do with wind speed. If you are surfing dead downwind on a big wave you might have no wind speed to flag out the wing. If you're on a tiny wave, but can stay on foil and are going crosswind you can flag out the wing easier.
