Surftrip: Baja or North County San Diego

I'm planning a trip, the first week of April and debating between south of Ensenada or around Encinitas. Will be traveling with my bi-lingual Mexican wife and 3 dogs, no camping...
Any suggestions on SUP-surf spots, dog-friendly motels, do's and don'ts will be appreciated.

Why not do both?  Camping is the way in Baja; there's a Hostel at Cuatro's, but road conditions are a ? mark.  Awesome fun pointbreak, haven't been there for years.

I'm a pretty die-hard Baja surfer, but I'd suggest North County over Baja. In  Baja is there are a lot of surf spots, but there are pretty hard to find and pretty hard to get too. For me, that's part of the fun and I've spent 30 years looking for good spots. There just really aren't any non-camping spot you can just show up at and get some good SUP surfing.
