Cipro anyone?  As really interesting as India may be, I don't think even Tony Bourdain would have gone in the water there.  Three rivers dumping into the bay and ~8mil people. Hmmm..

But, the answer is probably, Yes.  There are people who use the beach   ...but, then, how many after dark.
