Really cool board! 

I've fished off kayaks and longboards - I've always thought that fishing off a SUP would be cool, too.  Great idea to add the outriggers for stability - you could bring beer out with you!

Do you know how the outriggers are attached to the board?

Very, very, cool. I have had the exact same idea in mind for awhile. Posted a question on the Starboard forum about attaching outriggers and a fishing rig a couple of weeks ago. Just too cool. And to top it off he's a sox fan!

I'd love more info on the outrigger attachements. Built in hardpoints?

3/32" thick full sandwich balsa deck.  I waxed 1/4-20 stainless allen
screws and pushed them into holes drilled into the mahogany inserts with
epoxy to create threaded holes.

If you have a Surftech or similar board, use windsurf foot strap inserts
from Fiberglass Hawaii and glass over the inserts with extra glass cloth.

The amas are 4" diameter PVC waste pipe with balsa end-caps.  The 'iakos
could be made of fir with a layer of 6 oz. glass.  I used eucalyptus and
they are too strong (heavy)."

This is going to be a big leap for me but I really want to build one of these.

I have no idea what that means....:) . What's the best way to learn to build a board? Are 16' blanks available and where would you get it from?
