Sorry, can't help you there.... I have never gotten into windsurfing, so I don't know used prices or necessary gear.
I know they don't strap the Speeed when wind surfing it, and there's no centerboard.

Hopefully someone else can answer the specific questions for you.

The Starboard Start would be a good board to learn on on a lake  ...as a windsurfer.
Probably not a good sup

Price would be Ok if it came with centerboard and fins, but useless without the centerboard...
$500 could get you going on most setups....harness and straps come later

The Sunova speeed per STC would sail very well, but only if your skillset is ready for it
That Starboard 12 per Pono would be a good find

Sounds more like you want to learn to windsurf, in which case the Start is a start
Too many for the rack
Some in the shack
Some under decks
Some have straps

One of the locals has a used Starboard Start beginner board and 5.5 SUPer sail rig for sale for $650 US. Looks like the board needs 'stuff' -foot straps, centerboard, fins and I don't see a harness with the rig.  Would this be a good way to start getting into the wind?

I used to be part of the START Windsurfing program at SB...and, we used Starts to teach...
It's ginormous...but, you could definitely learn to WS on it...quickly growing out of it...
It would make a terrible SUP...would not track very well...

I think that we may still have new SB centerboards that could fit...but, that would need to be verified...

I think the Start uses a Tuttle box for the centerboard, which means any old Tuttle fin you stuff in there will help some. Obviously, an actual centerboard is much longer and is generally a spitfire profile, but a fin is enough to help go upwind, and once you learn to dig the rail and go faster you won't want a full centerboard anyway.

for that price, what the heck. Sail it without footstraps until you dig some up.
Foote 10'4X34", SIC 17.5 V1 hollow and an EPS one in Hood River. Foote 9'0" x 31", L41 8'8", 18' Speedboard, etc. etc.

STARTS are great boards to get people out windsurfing but they seriously limited your performance which is negligable beyond going from pt a to pt b and pretty much forget paddling a START

I think going with a reputable board like SUNOVA I a gree with Creek on the SPEEED 9'5 or Fanatic Fly 11'2, Starboard Blend

There are some great options on quality rigs that work on SUP's give me a call 484 515 5758 we can talk about the details (rig and board wise.

I think that it's always best when recommending a product to back up the talk with vids and pics...especially, with the poster doing the riding on boards mentioned...it helps to build credibility...otherwise, it's kinda in the fake news category...no pics...it didn't happen...;-)
