I've always referred it as 'surge' because I didn't have any other name for it..

When windsurfing you were either planing or not planing (depending on the board) but with downwind boards there's a stage non-planing that the board is releasing but not fully releasing and you can feel the surge but the normal term for surge is a brief acceleration but in the DW world the surge can be maintained for longer periods..

That mode is what we called "shloging" when windsurfing.
