How to repair shredded fin?

My advice should come with a warning label--all statements are primarily an indication of current mood. I've been cleaning the Aegean stables for the past few months, a result of a lifetime of saving things for later use. There's a pile of junk on the floor in front of me, and my utility trailer is full of junk to go to the dump.

I also note that people who ask if something is repairable may not be the most skilled at repair. But I do crazier things every day. In fact, usually several times a day. Right now I'm hot gluing soft copper wire into the embossed fire rings of a stainless steel cylinder head gasket for a TR3 engine. This morning I spent two hours making a 3.23 ounce aluminum shelf bracket. Yesterday I 3d printed a knob for our clothes dryer.  The company wanted 18 bucks for it.  I showed them, I spent four hours drawing, file converting, reinforcing and finishing a replacement knob that looks like it came off some wwII surplus electronics.  I'm the wrong guy to ask whether something is worth the effort.

So, of course you can repair this fin.  Any and all of the methods mentioned will work. It will, however remain excessively fragile. But as a guy with a very large box full of fins, some of which have broken tangs and are apparently waiting for some particularly inventive repair, I also really shouldn't be giving advice on disposal.
