Here is a airplane wing construction video - I uses CNC mold & infusion with lots of bonding of parts together with a post cure oven. Perhaps some ideas may be used from this?

Have you been able to run a Computational Fluid Dynamics (CFD) program with the proposed foil shape? If you can compare it to a know front foil - this could help validate you design prior to making it real.

I got a https://store.acpcomposites.com/rocker-300-vacuum-pump - Rocker 300 oil less vacuum pump last year - it has worked flawless. You can get it cheaper on amazon.

ACP also offers clips for the ends of vacuum tube bags , so no sticky tape needed https://store.acpcomposites.com/quick-lock-seals, also tube bags in various widths.

I purchased dry carbon from Composite Envisions- they also have prepreg https://compositeenvisions.com/product-category/composite-fabrics/pre-preg/ , they offer a variable cure rate prepreg. It indicates 6 month storage life at 40 F - so your beer refrigerator would work. They can also wet out any fabric to make it prepreg.

Hi,
Without a router? How about a dremel tool? or a Mellon ball spoon- A knife and putty knife to remove the foam will work ( or flat popsicle stick end.  Remove the foam as clean as you can, then cut a foam plug with a 1/8" or less gap then gorilla glue it in place. Leave it high and tape it down so the glue won't push it out. Sand it flush. The gorilla glue will fill the gaps. Use gorilla glue to bond foam to foam - that way you don't have to worry about the heat from the epoxy curing compromising the foam.

I think the compression strength referred to - is the pressure ding resistance of S- glass being superior to E glass. That usually shows on the bottom of the board as how did I get that kind of damage.  I like a carbon strip on the rails over the fiberglass to keep dings to a minimum. It also feels harder when you hit it with the paddle blade.
My Hobie RAW with the innerga grid has aged well and is on the lighter side

Here is a photo of a prone board that was used in the surf and learning to pump. The box was leaking from the front edge. The skin had delaminated from the box, causing the leak. On further investigation the box could move up & down. So, major surgery & a fix. The divini cell was broken and just lifted out.
On boards & pumping - it seems alot of boards were broken at San O 2 years ago from pumping. One big guy seemed to go thru a board per week until the board builder got it right. I think it was wood stringers.

Here is a thread repair insert that is similar to a helicoil - it is a threaded insert - it requires the 6M hole to be redone to a M10 hole with threads. I doesn't need a special tool to install

Welding on the fuse to fill the hole for the threads will mess with the heat treat on the aluminum.
