Does the SIC Fusion Skin Technology mean "welded" vs "glued"? Is it their name for that process?

Fusion is the heat lamination of the PVC outer to the drop stitch core, rather than glueing. Welding is the name Starboard use for their welded rails.
Red use the name MSL Fusion, Fanatic use Double Layer Light. It's all more or less the same process. What differs is where Starboard weld part of their rails and most glue them.

That helps a bunch. I've been reading about "welded" since I ran across Jack's Plastic Welding years ago - and then later, I assumed everyone was welding everything - like Jack's does (did - I don't see SUPs in their website except "hidden" links you can find on Google). More welding/heatbonding, less glue to de-laminate later.
However - my old, all-glued Blue Planet is now like 6 years old and going strong. I've decided to give it to my friend who has 2 daughters the purchased some isups last fall - get him out on the water with his kids before he binks and they moved out 4 years ago :D
