Title: I have to write a letter to a various govn't officials for my school project.

I've decided to write and voice my opinions about SUP being classified as a vessel and having to wear a personal floatation device. I think it is stupid rule and needs to be amended.

To make it easy for my lazy ass, is there any sort of petition form or template that I can just kinda copy and paste? I'll change enough wording so that I'm not plagiarizing.

Also, which governing body influences politics regards to Southern California SUP-ing?
