Flat water PFD

What's passing for acceptable in Huntington Harbor and/or NB back bay these days for PFD versus leashes?

PFDs are required.  When I paddled in Newport I wore a leash for me.  And I wore or carried a PFD for the law.  Some of the belt types can be carried or worn, others have to be worn.  It will state this on the label on the pfd.
