Frequently, during the week, I see the same six people, in pairs, paddle in and out the entrance to the harbor.  JillRide45 and Levity are one pair I see.  The boards vary.  The ages are 30 plus.
So yesterday, I see a teenage girl paddling a Costco board, out into the ocean.  A couple of us helped her and a friend/brother, get a swamped kayak back to their dock, two weeks ago.  Yesterday, there was an incoming tide and wind, with a cross swell.  Conditions were a little sloppy.  And she is out there just having a good time, on a Costco Board.

One of the six mentioned above and I were loading up at the same time.  He had a new nice looking board.  But, there was no mfg. name, that I could see.  So, I asked.  It was a Riviera.  He had covered the name on both rails with black tape. ???.  Also, the fin had black and white horizontal strips.  It looked cool, but very different.  He painted it.  Maybe, since the board is a dark color, he his trying to tell the sharks, he is not a seal.  He paddles with a dive knife strapped to his leg.

That's your idea of strange in California?????  Really?  Maybe if he had on a silver lame speedo with a codpiece. That might qualify as strange.

On second thought. No.
Foote 10'4X34", SIC 17.5 V1 hollow and an EPS one in Hood River. Foote 9'0" x 31", L41 8'8", 18' Speedboard, etc. etc.

Not to hijack the discussion of weirdness in California, but meanwhile in Oregon:

Not surprising that the first two people to downplay the weirdness of what you saw are from here.

First time I was in San diego, went for a run on the beach.  Saw a man with a chimpanzee walking on the beach wearing a business suit.  The chimp, not the man.  No board though.

Ok.  I know you think I'm sheltered.  I once had to drive someone who wanted to go the Folsom Street Fair in San Francisco.  That was (fill in the blanks)!  The rest of the time I'm sheltered.  Right.
The correct title could have been:  A Couple of Strange Sightings between the USCG beach parking lot and the bell buoy outside the entrance of Newport Harbor.
