It kind of defeats the purpose as a public health measure to give addicts the clean needles and syringes, just to have them throw them wherever to stick people and the used ones crop up on beaches,  parks and playgrounds. Want a little AIDS and hep C/B to go with your fun or for your kiddie?

I guess the addicts forgot the part about needle exchange, not throw away wherever, but who was foolish enough to think addicts would behave responsibly, anyway?

There are periodic reports of the syringes around parks, sand boxes, and the beaches in Santa Cruz, particularly Cowells.
